Voting members present: Sara Beechner, Craig Daniel, Don Heider, Michael Hoffman, Stephen Little, Shawn Rosenzweig, Senyo Tse, Amanda Zamora.

 

Voting members absent: Dave Garlock, Natalie Mayrath, Doug Toney.

The meeting was called to order by TSP Board President Craig Daniel at 3:03 p.m.

 

I. Recognition of Student Staff Awards.

 

            MOTION NO. 1: Hoffman moved to adopt the following resolution:

 

            Resolved, That the Board of Operating Trustees commends and congratulatesÐ

            (a) The Daily Texan staff members for winning the following Columbia Scholastic Press Association

                 2002 College Gold Circle Awards:

                        (1) Lucy Quintanilla for first place, information graphics, portfolio of work,

                        (2) Mike Woodson for first place, art/illustration, portfolio of work,

                        (3) Lucy Quintanilla and Rae Ann Spitzenberger for third place, information graphics,

                             two or more colors,

                        (2) The Daily Texan advertising staff for second place, best ROP group promotion, and

                        (3) The Daily Texan advertising staff for third place, best display ad/full color.

 

Resolved, That the Director be authorized to place house ads in The Daily Texan and other student media, subject to available space, expressing the sense of the Board of Operating Trustees in this resolution.

 

The motion passed.

 

II. Report of the Executive Committee.

 

In the absence of Executive Committee Chairman Dave Garlock, Daniel reported the members met earlier in the day to discuss the monthly financial report, the M. Dolores Ebert Award, and equipment replacement funding.

 

A. Monthly financial report. Hogue reviewed the monthly financial report with the members of the Board and said the only substantial reflection was KVR-TV has surpassed its anticipated income for 2002-03.

 

B. M. Dolores Ebert Award. Daniel said the members of the executive committee reviewed the nominations for the M. Dolores Ebert Award and an announcement will be made during the annual TSP Awards Banquet.

 

C. Equipment replacement funding. Lawrence requested approval of an expenditure of $35,000, to come from the TSP spendable reserve account, for computer improvements for 2002-03. Additionally, she requested authorization for a portion of the sum to be available over the 2002 summer months so new equipment can be ordered and installed before the beginning of the fall semester.

 

            MOTION NO. 2: Beechner moved to approve an expenditure of $35,000 for computer improvements

            for 2002-03, such funds to come from the TSP spendable reserve account and be made available during

            the summer months of 2002. The motion passed.

 

III. Approval of March 22, 2002, TSP Board Meeting Minutes.

 

            MOTION NO. 3: Rosenzweig moved to approve the Minutes of the March 22, 2002, TSP Board meeting.

            The motion passed.

 

IV. Reports of the Director, Editors, and Station Managers.

 

A. Report of the director. Lawrence referred to her written report and had nothing further to report.

 

B. Reports of editors and station managers. Conner reported KVR-TV will host a summer news and television camp for children this summer and the staff plans to air live coverage of the city council elections on May 4. Madriz said the KVRX staff will participate in programs for the Youth Liberation Movement during the summer months. Best reported the Cactus Yearbook staff submitted 97 pages to the yearbook printer and further, she is considering applicants for the 2003 Cactus Yearbook staff. Rosen said the Texas Travesty staff earned enough in advertising revenue to pay the printing expense for the most recent issue. This issue, the last until next fall, was published April 24 and, to date, 6,000 copies have been distributed on campus. Maher said the Texan staff is wrapping up the last two weeks of publication and the re-design is going well. Finan had nothing to add to MaherÕs report.

 

V. New Business.

 

A. Appointment of 2002-03 KVRX station manager. Daniel said one applicant, Ryan R. Hengst, submitted an application for KVRX Radio station manager. Hengst addressed the members of the Board concerning his past experience and his plans for KVRX Radio.

 

            MOTION NO. 4: Heider moved to appoint Ryan R. Hengst KVRX Radio station manager for 2002-03.

            The motion passed.

 

B. Appointment of 2002-03 Texas Travesty editor. Daniel said one applicant, Trevor Rosen, submitted an application for Texas Travesty editor. Rosen addressed the members of the Board concerning his past experience and his plans for Texas Travesty.

 

            MOTION NO. 5: Tse moved to appoint Trevor Rosen editor of Texas Travesty for 2002-03.

            The motion passed.

 

C. Appointment of 2002-03 Peregrinus Law School Yearbook editor. Daniel reported one applicant, Rachel Zoch, submitted an application for Peregrinus Law School Yearbook editor. Zoch addressed the members of the Board concerning her experience and plans for the yearbook.

 

            MOTION NO. 6: Tse moved to appoint Rachel Zoch editor of the 2002-03 Peregrinus Law School

            Yearbook. The motion passed.

 

D. Appointment of summer 2002 Daily Texan managing editor and appointment of fall 2002 Daily Texan managing editor. Daniel said Jesse Harris submitted an application for summer 2002 Daily Texan managing editor, Robert Wellborn submitted an application for summer 2002 Daily Texan managing editor and an application for fall 2002 Daily Texan managing editor, and Ryan Pittman submitted an application for fall 2002 Daily Texan managing editor. All three applicants addressed the members of the Board concerning their experience and plans for The Daily Texan.

 

            MOTION NO. 7: Hoffman moved to temporarily adjourn the meeting and conduct an executive session

            to discuss personnel issues. The motion passed.

 

Daniel adjourned the meeting.

 

Following the executive session, Daniel reconvened the meeting and complimented all three applicants on their presentations and depth of experience.

 

            MOTION NO. 8: Tse moved to appoint Jesse Harris managing editor of The Daily Texan for the

            2002 summer session. The motion passed.

 

            MOTION NO. 9: Beechner moved to appoint Ryan Pittman managing editor of The Daily Texan

            for the 2002 fall semester. The motion passed.

 

VI. Update on annual TSP Awards Banquet.

 

Lawrence said plans are set for the TSP Awards Banquet to be held on May 3. She urged all present to buy tickets as soon as possible.

 

VII. Report of the TSP Handbook Revision Committee.

 

Hoffman thanked the members of the TSP Handbook Revision Committee for the efforts put forth revising the Handbook.

 

            MOTION NO. 10: On behalf of the TSP Handbook Revision Committee, Hoffman moved to strike Chapter

            I, ÒGeneral Organization,Ó from the TSP Handbook and insert the committee report on Chapter 1, ÒGeneral

            Organization.Ó

 

Hoffman reviewed the committee report on Chapter 1, ÒGeneral Organization,Ó with the members of the Board.

 

            The motion passed.

 

            MOTION NO. 11: On behalf of the TSP Handbook Revision Committee, Hoffman moved to strike Chapter

            II, ÒThe Daily Texan Manual,Ó  from the TSP Handbook and insert the committee report on Chapter 2,

            ÒThe Daily Texan.Ó

 

Finan reviewed the committee report on Chapter 2, ÒThe Daily Texan,Ó with the members of the Board.

 

            The motion passed.

 

            MOTION NO. 12: On behalf of the TSP Handbook Revision Committee, Hoffman moved to strike Chapter

            III, ÒThe Cactus Yearbook Manual,Ó from the TSP Handbook and insert the committee report on Chapter

            3, ÒCactus Yearbook.Ó

            MOTION NO. 13: On behalf of the TSP Handbook Revision Committee, Hoffman moved to strike Chapter

            IV, ÒThe Peregrinus Law School Yearbook Manual,Ó and insert the committee report on Chapter 4,

            ÒPeregrinus Law School Yearbook.Ó

 

 

Lawrence reviewed the committee report on Chapter 4, ÒPeregrinus Law School Yearbook,Ó with the members of the Board.

 

            The motion passed.

 

            MOTION NO. 14: On behalf of the TSP Handbook Revision Committee, Hoffman moved to strike

            Chapter V, ÒUTMost Magazine ManualÓ and Chapter VI, ÒKVRX Radio Manual,Ó from the TSP

            Handbook and insert the committee report on Chapter 5, ÒKVRX Radio.Ó

 

Beechner reviewed the committee report on Chapter 5, ÒKVRX Radio.Ó

 

            The motion passed.

 

            MOTION NO. 15: On behalf of the TSP Handbook Revision Committee, Hoffman moved to strike

            Chapter VII, ÒTexas Student Television ManualÓ from the TSP Handbook and insert Chapter 6,

            ÒKVR-TV.Ó

 

Zamora reviewed the committee report on Chapter 6, ÒKVR-TV,Ó with the members of the Board.

 

            The motion passed.

 

            MOTION NO. 16: On behalf of the TSP Handbook Revision Committee, Hoffman moved to insert

            the committee report, Chapter 7, ÒTexas Travesty,Ó into the TSM Handbook. The motion passed.

 

            MOTION NO. 17: On behalf of the TSP Handbook Revision Committee, Hoffman moved to insert

            the committee report Chapter 8 ÒElection Code,Ó into the TSM Handbook. The motion passed.

 

            MOTION NO. 18: On behalf of the TSP Handbook Revision Committee, Hoffman moved to insert

            the committee report ÒAppendix BÓ into the TSM Handbook. The motion passed.

 

            MOTION NO. 19: Zamora moved to appoint Hoffman and Beechner to monitor the progress of

            administrative approval of the revised TSM Handbook during the summer of 2002. The motion passed.

 

Zamora thanked Hoffman for his diligent efforts as chairman of the TSP Handbook Revision Committee.

 

            MOTION NO. 20: Rosenzweig moved to adjourn the meeting. The meeting passed.
